High quality of construction of buildings and structures guarantees their durability and safe use. The quality directly depends on strict observation of the planned project design and engineering control of construction works. To ensure such control, the Cabinet of Ministers of Ukraine issued the decree "On Construction Design and Technical Supervision during Building of Objects of Architecture" № 903 from 11.06.2007.

LEGEND Engineering Company offers services aimed at technical supervision of construction.

In accordance with the Decree of the Cabinet of Ministers from 11.06.2007, the responsibilities of a technical supervision engineer include:

1. Inspections of:
   • availability of documents confirming quality characteristics of constructions and components such as technical descriptions, certificates, etc.
   • conformity of performed construction and assembly works, components, materials and equipment to specified design, requirements of state regulations, construction standards and norms
   • conformity of volumes and quality of performed construction and assembly works to design and budget documents.
2. Maintaining records of volumes of accepted and remunerated construction and assembly works.
3. Carrying out inspections and evaluation of the results of work performed (concealed, construction elements) jointly with contractors.
4. Informing contractors about deviations from requirements of regulatory documents.
5. Drawing up of acts on works performed with defects.
6. Participating in committees’ activities and inspections (regular, state).
7. Performing other functions related to technical supervision.

Technical supervision is carried out by a group of experts including:

• technical supervision department
• geodesic control department.

Activities of geodesic control department are aimed at taking geodesic measurements, the results of which are used for drawing of executive documents.

Executive documents enable technical supervision engineers to carry out high-quality technical inspections of the conformity of work performed to design and requirements of state regulations, adherence of geometric parameters of building projects as a whole and their parts and structural components to construction standards and regulations.

Executive documents cover:

• geometric parameters of constructions and components
• deviations of the positions of structures and components from the specified
• acceptable values of deviations
• places containing defects of building and assembly works
• volumes of work performed
• expenditures of materials (sand, macadam, concrete, etc.).

Additionally, geodesic surveying data makes it possible for technical supervision engineers to exercise strict control over the quality of geometric parameters of construction objects and document volumes of work fulfilled and materials used. Such information makes performing technical supervision transparent and allows projects owners to establish tight control in the process of work acceptance and payment for the work performed.
